Israel’s defense minister mentioned on Sunday that Israel is exploring the possibility of establishing a new local governing body for Gaza, looking beyond Hamas without specifying potential challengers.
In the midst of ongoing uncertainty in the eight-month conflict, Israeli Prime Minister Benjamin Netanyahu faces mounting pressure to accept a proposed cease-fire deal from U.S. President Joe Biden, despite opposition from far-right allies who threaten to destabilize his government.
In a briefing, Defense Minister Yoav Gallant, a member of Israel’s War Cabinet, emphasized the need for an alternative to Hamas in Gaza. He outlined a plan that involves isolating areas, removing Hamas operatives, and introducing other forces to facilitate the formation of a new governing body.
Gallant stated that the primary objectives include dismantling Hamas’ military and governing authority in Gaza and repatriating the remaining hostages from the October 7 attack. He reiterated Israel’s refusal to accept Hamas’ rule during any stage of the conflict resolution process.

Aiming to create Hamas-free zones in Gaza as local government centers, Gallant intends to identify forces that could support the long-term establishment of a new government structure, according to an Israeli defense official.
Israel is seeking “local non-hostile actors” to govern Gaza, with Palestinians themselves taking on leadership roles. The official explained that Israel would provide aid to these areas, with the local forces responsible for its distribution to strengthen their governance.
However, this approach has proven challenging and unsuccessful in the past, noted an expert. Michael Milshtein, an analyst of Palestinian affairs, warned that local leaders positioning themselves as alternatives to Hamas could face severe repercussions as Hamas maintains a strong influence over the public.
Milshtein referenced previous Israeli attempts in the 1970s and ’80s to empower local Palestinian leaders known as “village leagues,” which ultimately led to tragic outcomes due to perceived collaboration with Israel.
