Pope Francis urged leaders of the world’s affluent democracies on Friday to prioritize human dignity in the development and utilization of artificial intelligence, cautioning that this powerful technology has the potential to reduce human relationships to mere algorithms.
Francis used his moral authority to address the Group of Seven during their annual summit in Italy, becoming the first pope to participate in the G7 and offering an ethical perspective on the increasingly prominent issue of AI.
Emphasizing the need for politicians to ensure that AI remains centered on human values, Francis underscored the importance of allowing humans to retain control over decisions, particularly those concerning the use of weapons or other tools.
He highlighted the necessity of preserving human agency in the face of advancing AI technologies, stating, “Human dignity itself hinges on maintaining proper human oversight over the decisions made by artificial intelligence programs.”
Amid a global push for more stringent regulations on AI following the proliferation of generative AI technology like OpenAI’s ChatGPT chatbot, Francis presented his annual peace message this year advocating for an international treaty to promote ethical AI development and usage.
Although he did not explicitly reiterate his call for a treaty during his G7 speech, Francis underscored the responsibility of politicians to lead on the issue, urging for a ban on lethal autonomous weapons, commonly known as “killer robots.”
Expressing his belief that no machine should have the authority to take a human life, Francis directly addressed the world leaders, stressing, “It is incumbent upon all to utilize AI responsibly, with the primary responsibility lying with politics to create the conditions for such responsible use to be viable and beneficial.”
Italian Premier Giorgia Meloni extended an invitation to Francis, recognizing the potential impact of his moral authority on the G7. The attendees at the summit were notably respectful, and the room fell silent when Francis entered.
Reflecting on the influence of prominent figures at previous summits, like the 2005 meeting in Gleneagles, Scotland, where leaders forgave billions in debt owed by impoverished countries, political scientist John Kirton remarked, “The pope’s presence is a unique form of influence.”
Although no comparable public pressure has been exerted on G7 leaders at the current summit, Francis leveraged his moral authority to reiterate the importance of ethical safeguards for AI and the threats it poses to peace and society when human ethics are disregarded.
Urging a focus on human values and ethics in AI development, Francis asserted, “Engaging with technology necessitates a consideration of our human identity and our distinctive attributes of freedom and responsibility, which underscores the importance of ethics in this context.”
While generative AI technology has showcased impressive capabilities, concerns regarding AI safety have prompted global efforts to regulate its development and use, with G7 members spearheading discussions on AI oversight.
Several initiatives, including Japan’s Hiroshima AI process and the European Union’s AI Act, aim to establish guidelines and regulations for AI development worldwide. The United States and individual states like California and Colorado are also exploring legislative measures to address AI-related challenges.
Francis’ advocacy for ethical AI resonates with ongoing efforts to promote responsible AI development globally, with various countries and international bodies actively engaging in discussions and initiatives to ensure AI is utilized ethically and responsibly.
