Some critics believe that Mr. Brown’s favoritism towards large corporations, evidenced by his past as a lobbyist, influenced his decisions, such as granting NorthWestern Energy substantial rate increases.
It is worth questioning whether his outside commitments hindered his effectiveness as a commissioner.
