MISSOULA — Following 25 hours of discussion, a proposed solution to urban camping in Missoula will be presented to the City Council.
The Urban Camping Work Group convened five times beginning in February with the objective of devising a plan to address the increasing number of unhoused individuals sleeping in Missoula’s streets and public parks.
Their suggestion involves establishing a designated campsite that will offer security and waste management. This site will be overseen by the City of Missoula and community partners, with involvement from the Missoula Police Department as needed.
Additionally, the resolution calls for the immediate installation of more trash receptacles, toilets, showers, and storage lockers throughout Missoula.
Mayor Andrea Davis emphasized that the resolution marks the beginning of a process, aiming to implement immediate measures while also working on short, mid, and long-term solutions.
While it may take over a year to fully establish the campsite, Davis stressed the urgency of addressing the issue promptly, especially during the summer season when urban camping typically increases.
The proposed resolution includes a buffer zone that prohibits camping in certain areas of Missoula, such as parks, school zones, businesses, and residential areas. Camping will only be allowed in specific locations from 8 p.m. to 8 a.m., with no permanent shelter construction permitted citywide.
The resolution also mentions the potential implementation of a parking program and provisions for safeguarding urban campers during hazardous weather conditions.
If approved by the City Council, further details about the authorized campsite, including its location, management, and funding sources, will be determined in the months ahead.
The site is not intended to replace the Johnson Street Shelter, which will remain operational for at least another year before plans for its demolition are executed within three years.
